Position Description:
The Network Contract Evaluator is responsible for monitoring the overall health of the provider network, identifying service gaps, and producing clear, actionable reports that inform subcontractor performance management and continuous improvement. This position will play a key role in advancing the Single Source Continuum Contractor (SSCC) subcontractor support services by leading data-driven evaluation initiatives and providing analytical support to the Network Contracts leadership team. The Network Contract Evaluator will focus on synthesizing quantitative and qualitative data to support network-wide planning and decision-making. Collaboration with the Manager of Contract Support Services and other team members is essential to ensure that services are aligned with the needs of children in care and that the network operates with efficiency, transparency, and measurable impact. 

Primary Responsibilities:
  1. Assist the Manager, Contract Support Services with procurement activities derived from data and the gaps in network based on performance
  2. Gather and analyze data related to network performance, compliance, and risk, and generate reports to communicate findings to DFPS and other stakeholders.
  3. Provide guidance to subcontractors within the network by delivering visual and written data related to quarterly outcome measures. Support their understanding and performance improvement by translating evaluation findings into actionable insights, fostering data-informed decision-making across the network.
  4. Ensure that all functions related to SSCC subcontract support services are performed efficiently and effectively.
  5. Lead network evaluation initiatives aimed at monitoring the health of the network. Empower the SSCC to efficiently and effectively address the needs of kids in care by identifying and addressing service gaps.
  6. Facilitate the procurement process by drafting RFPs, soliciting proposals from community providers, and handling all aspects of the procurement process. Ensure that the procurement process is transparent, fair, and compliant with all relevant regulations.
  7. Develop and implement comprehensive contract management strategies. Ensure all subcontractors meet required credentialing and licensure requirements and comply with state and federal regulations.
  8. Foster strong relationships with subcontractors, community partners, and other stakeholders. Ensure transparent communication and collaboration to enhance service delivery and address any issues promptly.
  9. Ensure that all caseworkers, supervisors, caregivers, and other direct care staff complete required training to support the attainment of safety, permanency, and well-being for the children in their care. This includes trauma-informed training, cultural competency training, and training on human trafficking prevention.
  10. Utilize data-driven decision-making to continuously assess and improve service delivery. Ensure that all subcontractors provide accurate and timely data on client services, outcomes, and payments.
  11. Uphold the confidentiality of the Agency’s client and business information.
  12. Follow funder and agency policies and requirements with accuracy and attention to detail.
  13. Participate in meetings and activities involving coordinators in the Agency.
  14. Conduct all supervisory tasks as required by the Agency.
Required Qualifications:
  • Bachelor’s degree.
  • Two (2) years’ experience in proposal writing, program development and evaluation design in applied service settings.  
  • Two (2) years’ experience collaborating with program leadership in the development of new programs.
Preferred Qualifications:
  • Masters degree.
  • Specific training in Continuous Quality Improvement, risk management and compliance.
  • Three (3) years’ experience in utilization, quality, or case management.
Knowledge, Skills, and Abilities:
  • Proven skills in research methodology and program evaluation.
  • Ability to work attentively with strict deadlines and high accountability.
  • Ability to prepare clear, concise, and high-quality reports.
  • Ability to communicate clearly and effectively, both orally and written.
  • Ability to pay close attention to detail and ensure accuracy in reporting.
  • Capable of managing multiple evaluations simultaneously, meeting deadlines, and adapting to shifting priorities in fast-paced environments.
  • Able to perform duties autonomously and exercise sound judgment.
  • Ability to work effectively with team and different organizational structures to gather information and support evaluation goals.
Work Conditions:
  • Environment: Hybrid
  • Range of Schedule: Mon – Fri, 7:00 a.m. to 8:00 p.m.  Will be required to work early evenings/weekend when grant proposals are due
  • Travel: Occasional, Local and Statewide.  Overnight travel several times a year for proposal meetings, as needed.
