Position Description:
The Manager of Network Evaluation and Procurement leads Texans Together’s evaluation and procurement functions in support of the Single Source Continuum Contractor (SSCC) provider network. This position supervises evaluation and procurement staff and oversees activities related to provider performance, service capacity, utilization, operational effectiveness, and outcomes.
The Manager develops and manages evaluation frameworks, performance measures, dashboards, reports, and analyses to support provider oversight, organizational planning, and continuous quality improvement. The position monitors network performance identifies trends and service gaps, and provides recommendations to support operational decision-making. The Manager also oversees procurement activities, including the development and administration of Requests for Applications (RFAs), Purchased Client Services (PCS), and other funding opportunities.

Position Description:

Primary Responsibilities:
- Lead evaluation activities related to programs, processes, outcomes, provider performance, operations, and network effectiveness, including SSCC initiatives, provider development strategies, network interventions, service improvement efforts, and pilot projects.
- Develop evaluation plans, research questions, frameworks, data collection and analysis strategies, reporting structures, and evaluation products such as baseline reports, provider assessments, network health assessments, capacity and utilization analyses, dashboards, leadership summaries, and reports.
- Lead the strategic design of procurement opportunities, including RFAs and PCS opportunities that strengthen, expand, or improve the SSCC provider network.
- Supervise evaluation and procurement staff by assigning work, setting expectations, reviewing deliverables, monitoring progress, supporting professional development, and ensuring accountability.
- Support development of forecasting models, early warning indicators, predictive analytics, and risk stratification tools.
- Use administrative, provider, placement, utilization, performance, stakeholder feedback, outcome, evaluation, and operational initiative data to identify trends, risks, gaps, emerging needs, provider performance concerns, disruption risks, service gaps, placement capacity needs, and opportunities for funding or procurement.
- Define the purpose, goals, eligibility criteria, funding priorities, allowable uses, expected outcomes, performance measures, reporting expectations, and evaluation requirements for procurement and grant opportunities.
- Provide strategic guidance to assigned staff and cross-functional partners to ensure procurements align with the original purpose, evaluation expectations, and intended outcomes of each opportunity.
- Assess the performance and outcomes of awardees to determine whether funding and procurement strategies produce the intended impact.
- Establish team workflows, project timelines, reporting calendars, review processes, documentation standards, and quality assurance practices.
- Communicate evaluation findings, operational risks, trends, predictive insights, and recommendations to stakeholders in a clear, concise, and actionable manner.
- Guide the development and validation of performance measures, data definitions, calculation methodologies, and reporting tools.
- Ensure evaluation findings inform provider performance management, network development, procurement strategy, grantmaking priorities, operational improvement, and continuous quality improvement.
- Bachelor's degree, preferably in public health, public administration, social work, sociology, psychology, education, evaluation, public policy, statistics, nonprofit management, or a related field.
- Minimum five (5) years professional experience designing or managing evaluation projects, including evaluation questions, methodology, data collection, analysis, reporting, and recommendations; or three (3) years of related experience with a master’s degree in a relevant discipline.
- Supervisory, management, team leadership experience.
- Experience with Community-Based Care, Child Welfare, SSCC operations, provider network development, DFPS-related data, foster care services, or contracted provider networks.
- Experience supervising evaluators, analysts, researchers, procurement staff, grant staff, or performance improvement staff.
- Experience conducting applied research, operational evaluations, implementation evaluations, or system-level evaluations in the public sector, nonprofit, healthcare, education, or human services.
- Experience with forecasting, predictive analytics, early warning indicators, risk stratification, statistical modeling, Power BI, Power Query, DAX, or SQL.
- Ability to translate data and evaluation findings into strategy, program improvement, funding priorities, procurement decisions, operational recommendations, or leadership recommendations.
- Ability to build and maintain effective working relationships and collaborate with cross-functional teams, organizational leadership, providers, contractors, grantees, community partners, and other internal and external stakeholders.
- Strong professional writing skills.
- Proficiency with Microsoft Excel and data tracking, reporting, or dashboard tools.
- Strong understanding of program evaluation, procurement strategy, applied research, and continuous quality improvement.
- Strong supervisory, project management, and judgment skills.
- Demonstrate a commitment to improving outcomes for children and families through evaluation, strategic investment, provider development, procurement strategy, and continuous learning.
- Environment: Office.
- Range of Schedule: Mon – Fri, 7:00 a.m. to 8:00 p.m.
- Travel: Occasional, Local and Statewide. Must have reliable personal transportation and current auto insurance.
