Position Description:

The Manager, Grants and Program Evaluation will provide departmental leadership and support to the agency in the identification of emerging service areas, existing service gaps and the development of new programs and evaluation plans as well as serving as part of the GMOE lead team providing guidance and assistance in the development and implementation of new program initiatives and the overall administrative management of multiple research, grant, and evaluation projects. This includes working through all aspects of project development including needs assessments, work plans, operational strategies for implementation, data collection, evaluation/outcomes reporting, completion of grant proposals, and overseeing grants management and evaluation activities and coordinating grant related efforts as they relate to HR, Accounting, and Advancement. This position plays a key role in writing grants for new program services and renewals and will focus on integrating and operationalizing grant contractual obligations, budgets, and performance metrics. This Manager is also responsible for supervising teams while building internal capacity; cultivating strong working relationships with both internal departments and external agencies; as well as representing the agency at meetings, coalitions, and conferences.

Primary Responsibilities:

  1. Consult with the Director of Program Development and Evaluation (Director) in all grant development and fund procurement activities of the department.
  2. Assist the Director in the development of the grant writing capabilities of the department, including the development of policies and procedures governing the grant-writing process.
  3. Coordinate with the Budget Monitoring, Evaluation, and Process Monitoring tracks of GMOE to integrate these components into the proposal design.
  4. Supervise all aspects of grant management to assure that standards and accuracy are maintained for each grant/contract managed by the GMOE department.
  5. Be responsible for leading, organizing, and following-through with the final preparation and submission of proposals in a manner that meets all of the funder’s requirements for an acceptable, complete proposal.
  6. Work attentively with strict deadlines and high accountability.
  7. Uphold the confidentiality of the Agency’s clients and business information.
  8. Follow funder and agency policies and requirements with accuracy and attention to detail.
  9. Initiate contact and communicate with funders regarding specific grant announcements.
  10. Work early evenings/weekend when grant proposals or other deliverables are due and conduct overnight travel several times a year for proposal/conference meetings, as needed.
  11. Participate in meetings and activities involving coordinators in the Agency.
  12. Conduct all supervisory tasks as required by the Agency.

Required Qualifications:

  • Master’s in social science, evaluation, public health, data science or related field. 
  • Three (3) years’ experience in proposal writing, program development and evaluation design in applied service settings.  
  • Two (2)  years’ experience collaborating with program leadership in the development of new programs.
  • Prior leadership/supervisory experience.

Knowledge, Skills and Abilities:

  • Proven skills in research methodology and program evaluation.
  • Knowledge in the fields of evaluation science, program implementation, data analysis, and technical writing.
  • Clear and effective communication skills both oral and written forms.
  • Ability to communicate with cross-functional teams at all levels of the organization.
  • Strong technical writing skills.
  • Proficiency in Microsoft Office and computer skills.
  • Familiarity with grant management systems and data analysis tools.
  • Demonstrate complex problem solving and decision-making.
  • Ability to work successfully as a member of a team and independently with moderate supervision.
  • Ability to set priorities, complete assignments on time, while holding others accountable for their work products and managing team deadlines.

Work Conditions:

  • Environment: Office-based, Hybrid
  • Range of Schedule:  Mon – Fri, 7:00 am to 8:00 pm, Occasional nights or weekends
  • Travel: Occasional, Local and/or statewide
