Position Description:
The Manager, Contract Support Services provides strategic leadership and oversight for subcontract support within the Single Source Continuum Contractor (SSCC) network. This role oversees the Contract Support team, which equips network providers with actionable contract and performance information and ensures responsive, effective support to subcontractors. The position also leads network performance evaluation initiatives and manages all procurement responsibilities, including drafting RFPs and reviewing, scoring, and selecting contractors.

Primary Responsibilities:
  • Assist the Director, Network Contracts in all program development and fund procurement activities of the department, including the development of policies and procedures governing the grant-writing process.
  • Provide strategic leadership and oversight to the Contract Support teams, including an evaluator and contract support specialists. Ensure that all functions related to SSCC subcontract support services are performed efficiently and effectively.
  • Lead network evaluation initiatives aimed at monitoring the health of the network. Empower the SSCC to efficiently and effectively address the needs of kids in care by identifying and addressing service gaps.
  • Facilitate the procurement process by drafting RFPs, soliciting proposals from community providers, and handling all aspects of the procurement process. Ensure that the procurement process is transparent, fair, and compliant with all relevant regulations.
  • Develop and implement comprehensive contract management strategies. Ensure all subcontractors meet required credentialing and licensure requirements and comply with state and federal regulations.
  • Foster strong relationships with subcontractors, community partners, and other stakeholders. Ensure transparent communication and collaboration to enhance service delivery and address any issues promptly.
  • Utilize data-driven decision-making to continuously assess and improve service delivery. Ensure that all subcontractors provide accurate and timely data on client services, outcomes, and payments.
Qualifications:
  •  Bachelor’s degree, preferably in Social Services, Business or related fields.
  • Three (3) years’ experience in writing proposals and Requests for Proposals (RFPs).
  • Three (3) years’ experience in program development and in designing and implementing evaluation frameworks in applied service settings.  
  • Two (2) years’ experience collaborating with program leadership in the child welfare arena.
  • Experience in a managerial or supervisor role managing cross-functional teams.
  • Experience in case management software, preferably ExtendReach and Binti.
  • Experienced in developing and implementing risk assessment tools to identify, evaluate, and mitigate potential risks in program services.
Knowledge, Skills, and Abilities:
  •  Strong understanding of child welfare services, regulations, and performance-based contracting.
  • Strong understanding of contract management, monitoring and evaluation.
  • Proven ability to communicate (written and oral) complex data and insights clearly to stakeholders.
  • Adept at using data visualization to present complex data and insights to diverse stakeholders with clarity and impact.
  • Proficiency in contract management systems and MS Office. 
  • Demonstrated ability to supervise staff, build team cohesion and foster a collaborative work environment.
  • Effective at identifying issues and developing creative and compliant solutions.
  • Strong analytical skills with the ability to extract meaning from data and communicate findings clearly.
  • Proven skills in research methodology and program evaluation.
  • Ability to manage multiple priorities in a fast-paced environment.
Work Conditions:
  • Environment: Hybrid - Office
  • Range of Schedule:  Mon – Fri, 7:00 am to 8:00 pm
  • Travel: Occasional – Local and Statewide. (Must have valid Texas Driver License and current auto insurance)
