Position Description:
The Contract Support Specialist supports the administration and oversight of child welfare provider contracts by coordinating provider onboarding, maintaining contract documentation, monitoring compliance, and serving as a liaison between contracted providers and internal teams. This position works closely with CPAs, GROs, RTCs, and SIL providers to support quality service delivery and compliance with SSCC, CBC, and DFPS standards. Success in this role requires strong case management and service coordination skills, excellent customer service and provider relationship management abilities, and the ability to establish and maintain productive working relationships with contract providers, community partners, and internal departments to support contract compliance, service delivery, and collaborative problem-solving.

Primary Responsibilities:
- Support the administration of contracts for Child Placing Agencies (CPAs), General Residential Operations (GROs), Residential Treatment Centers (RTCs), and Supervised Independent Living (SIL) providers.
- Maintain accurate contract files, documentation, and contract management records.
- Coordinate provider onboarding, applications, contract amendments, renewals, and compliance documentation.
- Monitor contract milestones, provider readiness, and regulatory requirements to ensure compliance with Community-Based Care (CBC), Single Source Continuum Contractor (SSCC), and DFPS standards.
- Serve as a primary point of contact for contracted providers, responding to routine contract and documentation inquiries.
- Coordinate communication and meetings between providers, program staff, and internal stakeholders.
- Compile reports and analyze data to support contract monitoring, provider performance, and quality improvement initiatives.
- Track contractor compliance with licensing, background checks, training, and other contractual requirements, escalating concerns as appropriate.
- Assist with risk assessments, contract issue resolution, and continuous process improvement efforts.
- Prepare correspondence, reports, presentations, and other administrative documents while maintaining confidentiality and compliance with agency policies.
- Bachelor’s degree, preferably in social services or human services. Relevant experience in contract administration and social services may be considered in lieu of formal degree.
- Proven experience in administrative or contact support, preferably within government agencies or a social services environment.
- Experienced and knowledgeable of child welfare services, child placement agencies, or residential care settings in Texas.
- Experience with contract documentation, record keeping, and data entry is highly desirable.
- Maintain strict level of confidentiality when handling sensitive contract and client information, in compliance with agency policies and regulatory requirements.
- Demonstrated ability to work attentively under strict deadlines with a high degree of accountability.
- Skilled in preparing clear, concise, and high-quality reports tailored to varied audiences.
- Strong written and verbal communication skills, with an emphasis on clarity and professionalism.
- Exceptional attention to detail, ensuring accuracy and precision in all reporting and documentation.
- Proven capability to manage multiple evaluations concurrently while adapting to shifting priorities in fast-paced environments.
- Able to work independently with minimal supervision, exercising sound judgment in decision-making.
- Effective team collaborator, capable of engaging with diverse organizational structures to collect data and support evaluation objectives.
- Proficient in Microsoft Excel and Word, with the ability to leverage these tools for efficient data handling and documentation.
- Adept at reading, interpreting, and analyzing complex data, information, and documents to inform decisions.
- Environment: Office-based
- Range of Schedule: Mon – Fri, 7:00 a.m. to 8:00 p.m.
- Travel: Occasional – Local and Statewide
