Position Description:
The Manager of Professional Development will provide day-to-day support and leadership for the Texans Together (TTG) Professional Development Division, ensuring the delivery of comprehensive training programs for new and current employees, foster/adopt parents, and community participants. This role is essential to maintaining high standards of training that align with TTG’s mission to support children and families involved in the Texas foster care system.
The Manager works collaboratively with programming teams, the evaluation team, state agency partners, Community Based Care (CBC) Lead Agency partners, and local organizations to ensure training initiatives meet contractual obligations, support program goals, and achieve desired outcomes.
This position performs senior-level managerial work administering the daily operations and activities of TTG’s professional development functions. Responsibilities include supporting the development of strategic goals and objectives; developing and implementing guidelines, procedures, and policies; establishing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function and division outcomes; and monitoring budget expenditures. The Manager works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Primary Responsibilities:
Leadership and Management:
- Collaborate and communicate with Professional Development Division and TTG stakeholders to formulate and develop plans, goals, procedures, and programs to meet specific training needs for direct reports and stakeholders.
- Organize initiatives to achieve tasks, complete projects, and meet program deadlines.
- Develop progress monitoring plans for achieving established departmental goals.
- Monitor trainer classroom and online delivery performance for compliance with agency policies and compliance with division operational procedures supporting the development of agency personnel.

- Consult with internal and external stakeholders to engage in initiatives and awareness efforts to identify barriers to effective customer service to meet established Learning and Development goals.
- Oversee financial activities to ensure alignment with authorized budget allocations.
- Review and analyze legislation related to learning and development.
- Develop implementation plans relating to legislation that affect learning and development.
- Schedule all training courses – both in person and virtual learning – for all stakeholder groups
- Track the training attendance and the completion of legislatively mandated training requirements
- Review training assessments and evaluation reports to ensure the appropriateness and accuracy of training content, confirming that materials align with agency needs, comply with established standards, and meet stakeholder expectations.
- Review and evaluate training materials for professional appearance, clarity, and thoroughness in detail meeting the intended goals and objectives.
- Provide guidance in procedure development to ensure compliance with timeliness, quality, and consistency of training.
- Conduct quality assurance on training delivery via observations, monitoring feedback in the learning management system and by reviewing evaluation reports and analyzing performance.
- Ensure curriculum and content is maintained with current policy updates.
- Compile and analyze data to evaluate training outcomes and identify areas of improvement for stakeholders.
- Provide guidance in procedure development to ensure compliance with timeliness, quality, and consistency of training.
- Participate in internal and external stakeholder engagement initiatives and awareness efforts and identifies barriers to effective customer service and makes recommendations to improve learning and development protocols.
- Bachelor’s degree in Human Resources, Organizational Development, Education, or related field. Relevant experience may be considered in lieu of degree requirement.
- Three (3) years of supervisory/managerial experience in a social service or similar field required.
- Three (3) years’ experience in Child Protective Services, Child Protective Investigations, or DFPS programs/services demonstrating increasing responsibilities.
- Experience delivering classroom and/or distance learning training.
- Knowledge of principles and practices of public administration, and management.
- Knowledge of curriculum development methods for instructor-led, virtual, blended, and online training delivery.
- Knowledge of sound pedagogical practices, instructional strategies, and methods for evaluating learning outcomes.
- Knowledge of adult learning styles and public speaking techniques.
- Knowledge of child trauma, abuse, neglect, the foster care system, and populations served by TTG.
- Strong organizational skills, capable of managing multiple priorities, researching regulatory updates, and ability to translate that information into effective curriculum and delivery.
- Ability in applying logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
- Proficient in the use of computers and applicable software, including learning management systems, virtual meeting platforms, presentation tools, and standard office applications.
- Ability to manage business function, division, or department activities related to professional development and training operations.
- Ability to establish goals and objectives.
- Ability to devise solutions to administrative, operational, and training-related problems.
- Ability to develop and evaluate administrative policies, procedures, standards, and guidelines.
- Ability to prepare clear accurate, and timely reports.
- Ability to communicate effectively with staff, leadership, partners, and stakeholders.
